The much-anticipated retrofit of HMCS Victoria submarine won't be completed before the middle of next year, the Defence Department confirmed Thursday.The submarine has been in dry dock in Esquimalt, B.C. since 2005, undergoing $195 million in repairs and upgrades that were supposed to take two years.
Scheduled to re-enter active duty in 2009, it was delayed to late 2010 and again to mid-2011.
