Admiral Chen Yeong-kang, the commander-in-chief of the Republic of China Navy secretly visited the United States last week to discuss the transfer of submarine technology to Taiwan according to our sister newspaper, China Times on Dec. 12.
Chen's visit to Washington was confirmed by Ed Royce, the chairperson of the House Committee on Foreign Affairs, who said that he met Chen on Dec. 10. While Chen was in Washington, the United States announced the sale of four Oliver Hazard Perry-class frigates to Taiwan.
Beijing openly criticized Washington in response to the announcement. The reaction might have been greater if they had known Taiwan's naval chief was in the United States at the time of the announcement.
