The navy still hasn't got all the submariners it needs to crew its six Collins submarines.Navy chief Vice Admiral Ray Griggs said the target set by his predecessor, Vice Admiral Russ Crane, of four crews each of 58 sailors to be available by the end of this year would not be achieved.
"We don't have enough qualified and experienced people to stand the fourth crew up at this time," he told a Senate estimates committee hearing on Wednesday.
