David Cameron signalled on Sunday that he is open to scrapping plans to build a second aircraft carrier, as his foreign secretary insisted that Britain will still “pack a punch” in spite of the fierce squeeze on defence spending.The prime minister promised he “will not take any risks” with the armed forces, as he made the case for a “flexible” navy that is able to tackle pirates as well as coerce states by deploying aircraft carriers.
While Mr Cameron suggested tough decisions will be needed on the £5.2bn ($8.2bn) carrier programme, these were “not being done just thinking about the finances” – a criticism raised by Liam Fox, defence secretary, in a leaked letter warning of “draconian” cuts.
