I certainly hope other countries are watching. This is not just a lauch of an ICBM, but the launch of a highly modified and precision weapon. Not likely to fail or miss its target. I'm sure other capabilities are inherant in the missle such as decoys and jammers. These missles have been continuesly upgraded and refined to a point that no other nation has anything close. While some would say close doesn't count with nukes, I would say yes it does, especially in an age of deep, heavily fortified underground bunkers.
