Next-Gen Jammer: Watchdog Agency Sides With BAE Systems, Tells Navy To Take Another Look

E/A-18G GrowlerThe Government Accountability Office (GAO) yesterday handed BAE Systems , Inc. a partial victory in its protest of a Navy contract award to Raytheon for development of the Next Generation Jammer.

GAO found that the Navy “failed to reasonably evaluate technical risk in accordance with the terms of the solicitation,” meaning the source selection authority did not follow its own guidelines for assessing a critical measure of merit.

In addition, GAO found that Raytheon was “improperly credited” with past experience the watchdog agency deemed to be “outdated,” and that the Navy “failed to adequately document its evaluation” — a necessary step in explaining why the source selection authority made the decision it did.
