Builders of U.S. Navy ships are attempting to rein in costs that have doubled over the last 20 years. They are pursuing capital improvements, streamlining construction methods and lowering overhead expenses.
But whether their efforts are enough to help close the $3 billion gap between the Navy’s projected budgets and estimated ship costs remains to be seen.
