A plan to develop a new reconnaissance aircraft to gather North Korean signal intelligence (SIGINT) has hit a snag after one of the two contenders dropped its bid, a source said Tuesday.The contender in question ― Korea Aerospace Industries (KAI) ― blamed the government for offering too small a budget and poor management of arms procurement programs, the source said.
As a result, the deployment of two Baekdu signal-intelligence (SIGINT) planes, which was originally planned for 2014, will be postponed, affecting the country’s pursuit of an independent intelligence, surveillance and reconnaissance capability to prepare for the 2015 transition of wartime operational command from the United States to Korea.
