Testing could delay missile defense plans

There may be a big setback for U.S. plans for a missile-defense system in Europe.

Defense Department experts say the interceptors haven't been adequately tested and the system could be delayed far beyond the target date of 2013.

Administration officials had reassured lawmakers the system to shoot incoming missiles out of the sky would work. But with Congress now poised to require additional tests, the Defense Department has reversed itself and is planning three trial interceptor launches.
