The U.S. Congress has recently debated, along with many other critical issues, a decision to move up nuclear submarine construction to a rate of two a year prior to fiscal year 2012.No less than 14 independent studies over the last decade and a half have recommended submarine force levels well above the levels we are headed should we stay at a build rate of one or less submarines a year (a force of 30 fast attack nuclear submarines).
Submarine force levels have strategic implications for our nation. Congress has realized that in combat, technological quality is not a substitute for the quality that numbers alone can give.
