Congress agreed Friday to reduce the size of the nation's aircraft carrier fleet for the first time in 12 years by mothballing the USS John F. Kennedy.The decision, part of an annual defense policy bill that neared final passage Friday night, settles a two-year battle over whether to retire Florida's only aircraft carrier.
It also raises the prospect of Hampton Roads losing one of its own carriers - and thousands of jobs - in coming years as the Navy tries to disperse a dwindling East Coast fleet.
More broadly, the agreement to shrink the fleet from 12 to 11 active carriers raises longer-term questions about work force stability at Northrop Grumman Newport News, the nation's only carrier builder. With a smaller fleet to maintain, the Navy could decide to postpone contracts on future carriers, though not until sometime in the next decade.
