What is the future of the START I Treaty that expires on December 5, 2009? In considering the prospects for a new US-Russia treaty on strategic arms reduction instead of the START I, Russian President Medvedev would like the future disarmament agreement to be legally binding.
President Medvedev said, "The document should limit not only the number of warheads but also the strategic means of their delivery - intercontinental balistic missiles, submarine-based ballistic missiles and heavy bombers."
Sergei Lavrov, the Russian Minister of Foreign Affairs, speaking on behalf of President Medvedev said, "We also believe it is necessary to rule out the possibility of strategic offensive weapons being deployed beyond the national territory."
