The first stage of the review looked at Australia's air combat requirements in the period from 2010 to 2015 and the feasibility of retaining the F-111 bomber force in service beyond 2010. Defence Minister Joel Fitzgibbon accepted the Defence team's findings that the F-111's 2010 retirement date should stand. Keeping them in service for another five years would have cost about $2.3 billion.
The first stage of the review also confirmed the Howard government's controversial $6 billion Super Hornet purchase.
