China pact presents a dual sword

Australia and China will hold high-level security talks each year aimed at reducing tensions in a region gripped by a fresh arms race.

A historic pact to begin the process next year was signed in Sydney yesterday by Prime Minister John Howard and Chinese President Hu Jintao.

The move is good news for the Americans and it will allow the Bush administration to continue to play hard-ball with Beijing, while Australia adopts the "good cop" role.
