Italy is one of the world's most committed Countries in the international military operations, and as consequence of these special requirements, this engagement implies the personnel and material transfer, frequently also advanced and sophisticated for instance the UAV - Unmanned Aerial Vehicle.

To carry out these transports, Italian Defense Ministry employes charter flights of private carriers that have Antonov An-24 "Ruslan" aircraft, Ukrainian manufacture, the world's greatest aircraft.

In the past, the employment of Antonov has provoked paradoxical situations. An-24 fleet is not numerous, and as a matter of fact, the carriers that manage it, most of these with Balkan or ex-Soviet crewmember, too easily fail to comply from the schedule or forget the "Diplo-Clearance" laws in operation in Western Europe.
